Prime Minister Tan Sri Muhyiddin Yassin has announced tighter measures to contain the spread of COVID-19 in Malaysia.

With the number of daily cases remaining at four digits of late, several states and federal territories will go under the movement control order (MCO) while other states will go under the conditional movement control order (CMCO) and the recovery movement control order (RMCO) respectively.

Interstate travel has been banned nationwide for two weeks, beginning 12 January 2021.

The following are the details of what’s to come for Malaysia from 13-26 January 2021.

  • MOVEMENT CONTROL ORDER (MCO)

    STATES and FEDERAL TERRITORIES: Penang, Selangor, Kuala Lumpur, Putrajaya, Labuan, Melaka, Johor, and Sabah.

    DURATION: 14 days from 13-26 January 2021.

    Restrictions:

    • No interstate and inter-district travels.
    • No social gatherings, such as weddings, wedding receptions, conferences, religious processions (including Thaipusam), meetings, seminars, courses, and group sport activities.
    • Roadblocks will be mounted; movements limited to 10 km radius.
    • Only 2 people per household allowed to head out to purchase groceries at nearby supermarkets or grocery stores.
    • Only 2 people allowed per vehicle.
    • Anyone who violates these rulings will be subjected to a maximum fine of RM1,000 under the Prevention and Control of Infectious Diseases Act 1988 (Act 342)
    • Only 5 essential economic sectors allowed to operate: Manufacturing; construction; service; trade and distribution; and plantations and commodities.
    • Only 30% of workers within a company’s management group are allowed to go in to office; employers to determine number of employees permitted in office at any one time (taking into consideration compliance with SOPs).
    • Ensure total adherence to SOPs, observe physical distancing at all times.
    • Non-essential services staff to work from home; employers must comply with this ruling.
    • Eateries and hawker stalls may operate but only take-aways allowed.
    • Food delivery services allowed.
    • Supermarkets, healthcare services (including clinics, hospitals and pharmacies), and banks allowed to operate with strict SOP compliance: Always wear masks; use hand sanitisers frequently; observe physical distancing at all times.
    • Stay at home if there is no immediate or urgent need to head out.

    STUDENTS: Candidates due to sit for SPM are allowed to attend school with strict SOPs. The Education Ministry will provide the details soon.

    RELIGIOUS ACTIVITIES: A maximum of 5 mosque/houses of worship committee members allowed at these premises.

    RECREATIONAL ACTIVITIES:

    • Outdoor recreational activities are allowed among those in the same household.
    • Individuals must keep a 2-metre distance at all times.
    • No more than 2 people are allowed to jog at any one time.
    • Cycling is not allowed in groups; only 1 person allowed.
  • CONDITIONAL MOVEMENT CONTROL ORDER (CMCO)

    STATES: Pahang, Perak, Negri Sembilan, Kedah, Terengganu and Kelantan

    DURATION: 14 days from 13-26 January 2021

    Restrictions:

    • No interstate travels.
    • No social gatherings, such as weddings, wedding receptions, conferences, religious processions (including Thaipusam), meetings, seminars, courses, and group sport activities.

    RELIGIOUS ACTIVITIES: Allowed with the minimum number of attendees stipulated in the SOPs to ensure physical distancing. State religious authorities are advised to provide appropriate guidelines in determining the number of attendees allowed.

  • RECOVERY MOVEMENT CONTROL ORDER (RMCO)

    STATES: Perlis and Sarawak

    DURATIONS: 14 days from 13-26 January 2021

    Restrictions:

    • No interstate travels.

    Social gatherings allowed, provided they are done in full compliance of the SOPs.

    RELIGIOUS ACTIVITIES: Allowed with the minimum number of attendees stipulated in the SOPs to ensure physical distancing. State religious authorities are advised to provide appropriate guidelines in determining the number of attendees allowed.

  • ROADBLOCKS
    • Effective 13 January 2021
    • Mounted at all district and state borders.
