Industry-wide Commitment - Chartered Banker Programme

In November 2016, a joint industry-wide commitment was signed between AICB and the Member Banks of The Association of Banks in Malaysia (ABM) to create a workforce characterised by high standards of professional conduct, knowledge and competence through the Chartered Banker programme.

On that platform, it was also announced that effective January 2017, all fresh graduates hired by the banking industry are required to complete the ‘Introduction to Ethics’ programme developed and conducted by the Asian Banking School (ABS) and become members of AICB.

The Implementation Framework of the industry-wide commitment is as follows

CATEGORYIMPLEMENTATION
All Boards of Directors
  • All newly appointed directors are required to complete the mandated Financial Institutions Directors’ Education (FIDE) Programme organised by The Iclif Leadership and Governance Centre within 12 months of joining the board of directors.
  • One of the topics covered in the 7-day FIDE Programme is ethics, which is sufficient for newly appointed directors attending the FIDE Programme.
  • Existing board members are given an option to attend an ethics programme for directors on an annual basis.
One Director / Key Senior Management
  • Banks are required to identify at least 1 director and key senior management personnel, i.e. the CEO and their direct reports in core banking areas, to complete the Chartered Banker (CB) programme and become a Chartered Banker.
    • Accelerated Routes are available for experienced senior bankers.
  • The CB programme must be completed within 5 years effective
    • 1 January 2017; or
    • from the date of appointment (new appointees), whichever applicable.
  • The Chartered Banker membership must be maintained annually.
  • All directors must comply with the annual CPD requirement of 35 hours, 5 hours of which are on professionalism and ethics.
CATEGORYIMPLEMENTATION
All New Graduates
  • Effective 1 January 2017, all new graduates hired by the banking industry are required to complete a 1-day programme, ‘An Introduction to Ethics in Banking’ within 3 months of appointment, and become an Affiliate Member of AICB immediately upon completion of the programme.
  • A fresh graduate is classified as a graduate who has less than 2 years of work experience in any industry.
  • This requirement is applicable to fresh graduates hired for permanent- as well as fixed-contract positions (a contract with a minimum tenure of 1 year).
  • The ‘Introduction to Ethics in Banking’ programme is a face-to-face programme conducted by the Asian Banking School and is available for enrolment via www.asianbankingschool.com.
  • Members are required to maintain annual membership with AICB and comply with the biennial CPD requirement of 5 hours on professionalism and ethics.

High Potential Employees: Graduates
  • Banks are to encourage and sponsor high potential employees within core banking areas to complete the Chartered Banker (CB) programme (Levels 2 and 3) and become a Chartered Banker.
  • Level 2 of the CB programme should be completed within 3 years and Level 3 should be completed within 5 years, effective:
    • 1 January 2017; or
    • from the date of appointment (new employees), whichever applicable.
  • Employees are to be admitted as Associate Members (upon completion of Level 2 of the CB programme) and as a Chartered Bankers (upon completion of Level 3 of the CB programme) upon satisfying the membership requirements.
  • Members are required to maintain annual memberships with AICB and comply with the annual CPD requirement of 35 hours, 5 hours of which are on professionalism and ethics.
High Potential Employees: Non-Graduates
  • Banks are to encourage and sponsor non-graduate employees in core banking areas to complete the Chartered Banker (CB) programme (Level 1).
  • Level 1 of the CB programme should be completed within 3 years, effective:
    • 1 January 2017; or
    • from the date of appointment (new employees), whichever applicable.
  • Employees are to be admitted as Affiliate Members and maintain annual memberships with AICB.
  • Employees are required to comply with the biennial CPD requirement of 5 hours on professionalism and ethics.
